This year’s drought and price collapse of mutton cause the life of herders from Shuluun Tsagaan Khoshuu much harder. However, the government officials ignore people’s suffering and insist to paint the rural houses on both side of the street where is on the visit route of Mr. Wang, the Secretary of the CPC Committee of Inner-Mongolia Autonomous Region in order to fake prosperity. They also decorate the secretary’s temporary residence luxurily. It is typical formalism that the superior diverts the fund earmarked for drought relief to this sort of vanity project. The government especially trains the herders how to shake hands and talk with the secretary and limit their speech. On September 6th, 2015, Parts of the herders from Shuluun Tsagaan Khoshuu rally in front of the government building to request the local government to solve the actual problem with the word“be less superficial and less formalism”.

今年正鑲白旗遭遇数十年不遇的严重旱灾，加上羊肉价格暴跌，牧民的生活非常困难。可是政府官员无视牧民困难，为了迎接自治区书记视察大搞形式主义，粉刷视察路线沿边民房，对书记临时住宿宾馆进行豪华装修，把上级拨的赈灾款挥霍在面子工程上，制造繁荣假象。还专门对牧民进行与书记握手、谈话等训练，禁止牧民诉苦，限制牧民的言论自由，引起了民愤。2015年9月6日，正鑲白旗部分牧民在旗政府大楼前集会，要求政府解决牧民实际问题，少做表面文章，少搞形式主义。
